Understanding Local Law 196 in New York

Local Law 196 is a critical regulation for New York City’s construction industry, focusing on enhancing worker safety and compliance with training standards. Enacted to address the high risk of injuries and fatalities on construction sites, this law mandates comprehensive safety training for both workers and supervisors.

Under this law, construction workers need to complete at least 30 hours of safety training, and supervisors are required to undergo 62 hours. The ultimate goal is to ensure that all personnel on construction sites are well-versed in safety practices to minimize accidents and hazards.

Key components of the law include:

  • Mandatory Safety: Training Workers and supervisors must meet specific training requirements by set deadlines.
  • SST Card Requirement: After completing the necessary hours, workers obtain a Site Safety Training (SST) card, serving as proof of their commitment to safety.
  • Ongoing Education: The law also specifies additional training on topics such as fall prevention and drug/alcohol awareness to keep safety knowledge current and relevant.

For those in the construction industry in NYC, understanding and adhering to Local Law 196 is essential—not only to comply with city regulations but to ensure every job site is as safe as possible.
