NYC DOB Initial Observation Deadline for Parking Structures in Specific Community Districts
The New York City Department of Buildings (NYC DOB) has released an important update for building owners regarding initial observation reports for parking structures. Beginning March 25, 2024, a Qualified Parking Structure Inspector (QPSI) can submit a one-time initial observation report for parking structures across specific districts. This new regulation impacts structures in Manhattan’s Community Districts 8 through 12, as well as all Community Districts in Brooklyn, Queens, Staten Island, and the Bronx. The deadline for submitting this initial observation report is August 1, 2024, allowing owners time to comply with the requirements.
To meet these requirements, a QPSI — a New York State licensed professional engineer approved by the NYC DOB — must conduct or directly supervise the initial observation. The process begins when the QPSI logs into DOB NOW: Safety, selects “Initial Observation” from the Parking Structures dashboard, and enters the necessary details. This online system enables a streamlined submission process that supports NYC DOB’s push toward digitalization, making compliance easier for building owners.
Owners of parking structures in Manhattan’s affected Community Districts (8 through 12) and those in all Brooklyn Community Districts are not required to file an initial observation report if they have already submitted a periodic inspection report by August 1, 2024. This exception offers some flexibility, allowing owners who’ve already completed periodic inspections to meet compliance without additional reporting.
For those preparing to submit their reports, having an eFiling account is essential. The QPSI initiates the submission by entering the owner’s email on the DOB NOW: Safety platform, prompting the owner to complete the Statements & Signatures section.
