New Requirements for NYC Corner and Angle Scaffold Inspections
The NYC Department of Buildings (DOB) has recently updated the procedure for requesting Corner and Angle Scaffold Inspections. This essential change means contractors must follow specific steps and have essential documents ready before submitting an inspection request.
To schedule an inspection, a new Corner/Angle Scaffold Inspection Request Form must be completed and emailed to CSCUAppointments@buildings.nyc.gov. This form, based on BC §3314.16.4, requires all fields to be filled out accurately. Missing or incomplete responses in critical sections, such as 2A or 2B, will delay the inspection, as the DOB will not proceed until all required information is submitted.
Before scheduling, contractors should ensure they meet the inspection requirements. This includes having the Competent Person, Rigger, or Rigger Foreman on-site and ready. Additionally, all approved drawings and both pre-installation and installation inspection reports, as outlined in BC §3314.4.3, must be available on-site. If post-anchors are used for tiebacks, proof load testing is necessary unless performance loading tables are available. For projects using parapet clamps, a stability report signed by a registered design professional is required.
For safety jobs, a Site Safety Plan (SSP) is also essential. The SSP must include the suspended scaffold’s exact location and be compliant with Chapter 33 of the NYC Building Code and 1 RCNY §104-20.
When sending the inspection request, include vital details such as the job address, borough, and related job number in the subject line. The form also requires the licensed Professional Engineer (P.E.), Registered Architect (R.A.), or Rigger’s name and license number, along with relevant job numbers, such as the Façade Job Number or Local Law 11 Job Number. Including the Notification Number of the suspended scaffold installation (per BC §3314.4.1.5) is also crucial to ensure a smooth review process.
This updated process underscores the NYC DOB’s commitment to maintaining high safety standards and compliance. Contractors and site managers should prepare by having all necessary documents and personnel ready to avoid any setbacks in the inspection timeline.
