NYC DOB Launches New Suspended Scaffold Filing Requirement Starting November 15, 2023
In an important update for construction and building maintenance professionals, the New York City Department of Buildings (NYC DOB) has introduced a new digital process for submitting Suspended Scaffold filings through the DOB NOW: Build platform. This change, effective November 15, 2023, marks a shift from the traditional CD5 and PW1 forms to a more streamlined, digital submission system that aims to enhance accuracy and efficiency in scaffold-related filings.
Starting on this date, all new applications for suspended scaffold work must be filed in DOB NOW: Build, selecting the newly added Suspended Scaffold (SC) work type. Depending on the project’s specifics, applicants can choose between “Suspended Scaffold” or “Industrial Rope Access” as the subcategories. Qualified applicants include licensed Riggers, Sign Hangers, or Registered Design Professionals (PE/RA). Only Registered Design Professionals are eligible for the Professional Certification Filing Review Type.
One of the key updates in the digital system is the requirement for both installation and removal notifications to be submitted through DOB NOW. This process is designed to simplify tracking scaffold use and ensure compliance with safety regulations. To notify the DOB of scaffold activities, applicants should navigate to the “+Notifications” section in DOB NOW, selecting Suspended Scaffold and entering the relevant job filing number or CD5 application (SR) number. For those exempt from permit requirements under Building Code 3314.2, notifications can proceed without a job filing number.
For CD5 applications filed before the November 15 launch, the following guidelines apply:
- If a CD5 application has unresolved issues or disapprovals as of November 15, applicants should continue with the current CD5 process.
- For CD5 permits issued or renewed after November 2022, any amendments, renewals, or required notifications must now be submitted in DOB NOW.
- For CD5 permits that expired before November 2022, a new filing in DOB NOW is required.
