As of July 10, 2025, the NYC Department of Buildings (DOB) added a new flag to DOB NOW Property Profiles. If you’re working on a project in specific zoning districts, this could change your approval process.
The new Anti-Harassment Requirements flag applies to multiple dwellings in areas where the city wants to prevent tenant displacement. This update affects how you file demolition work on those properties.
You’ll see the flag on properties in the following areas:
- Subareas D4 or D5 in Hell’s Kitchen Subdistrict D (ZR 93-91)
- Special Clinton District Preservation Area (ZR 96-107)
- Special Clinton District Perimeter Area (ZR 96-20)
- Special West Chelsea District (ZR 98-70)
- Subdistrict A-2 of the Special Garment Center District (ZR 121-60)
If your job site is in one of these areas, you’re now required to include additional documentation with your application.
What Do You Need to File?
For flagged properties, you must upload a Housing Preservation and Development/Department of City Planning (HPD/DCP) Demolition Certification in DOB NOW before your job is approved.
This applies to:
- Alteration jobs: If you’re partially demolishing a multiple dwelling and reducing residential floor area by 20 percent or more
- Full demolition jobs: If you’re fully demolishing a multiple dwelling
The certification confirms your plans meet tenant protection rules set by HPD and DCP.

There are also limits on using the Professional Certification Program for flagged properties. You can find those details in Buildings Bulletin 2025-005.
