NYC DOB Digital Transition for CCD1, ZRD1, and Second Review Requests Starting October 30, 2023
In a recent update, the New York City Department of Buildings (NYC DOB) announced a major transition to streamline several important construction-related processes. Beginning October 30, 2023, all requests for Construction Codes Determinations (CCD1), Zoning Resolution Determinations (ZRD1), and second reviews of plan examination objections will be submitted through the DOB NOW: Build online platform. This shift marks a key step toward modernizing the DOB’s services, aiming for faster, easier submissions for builders, architects, and other industry professionals.
As of this date, the DOB will no longer accept CCD1 and ZRD1 forms or second review requests via paper forms or email. For those used to the traditional paper process, it’s essential to make this adjustment promptly to ensure uninterrupted service. However, Electrical Special Permission requests will temporarily remain under the current paper-based system until further notice, allowing some time for adaptation.
The new process requires users to log in to DOB NOW, available at nyc.gov/dobnow, where they’ll find options to submit requests for pre-determinations, determinations, and appeals. Fees for these requests are paid directly through DOB NOW, simplifying financial transactions and tracking.
For projects filed within the DOB’s Buildings Information System (BIS), requesting a second review is straightforward. Users should go to the job filing within DOB NOW, select “Second Review of Objection” under “Select Action,” and enter their BIS job number. It’s important to note that requests submitted before October 30, 2023, will continue under the previous process, so there’s no need for resubmission in DOB NOW for these existing cases.
