NYC DOB Introduces New Hoisting Machine Operator License Requirements
In a recent update, the New York City Department of Buildings (NYC DOB) announced new licensing requirements for operating specific hoisting equipment, such as articulating boom cranes, mini cranes, and rotating telehandlers. Beginning November 7, 2024, anyone operating these machines in New York City will need a Hoisting Machine Operator (HMO) license, issued by the DOB. This change aims to ensure greater safety and skill in handling such heavy equipment at construction sites across the city.
The new license applies to anyone using an articulating boom crane, mini crane, or rotating telehandler to deliver materials or move them around a construction site. It includes machines used with attachments like forks, cradles, and jibs. However, there are exceptions to this requirement. For example, an HMO license will not be necessary for work within industrial or commercial plants, yards, or for certain specialized equipment, such as excavation or tree-trimming tools.
Operators of these hoisting machines can apply for new “Limited HMO Licenses,” created specifically for articulating boom cranes, mini cranes, and rotating telehandlers. The DOB will soon allow applications through their online portal, DOB NOW: Licensing, enabling a streamlined digital process for applicants. While the portal launch is upcoming, current applications for Class A, B, and C HMO licenses are still accepted via DOB NOW: BIS Options.
Key Qualifications for the Limited HMO License
To qualify for a Limited HMO license, applicants must meet specific experience, certification, and training requirements:
- Experience: A minimum of 1,500 hours of experience operating the relevant hoisting machine (e.g., articulating boom crane, mini crane, or telehandler) within New York City between January 1, 2019, and November 6, 2024.
- Certification: Appropriate certifications from the National Commission for the Certification of Crane Operators (NCCCO) for each machine type. For instance, ABC, ABW, or ABL for an articulating boom crane and TSS for a mini crane.
- Training: Completion of an NYC DOB-approved HMO course lasting at least 8 hours within two years prior to submitting the application.
- Medical Requirement: A physical examination completed within 90 days before application submission.
The DOB strongly advises applicants to begin organizing their paperwork and completing necessary training in advance. Those who submit their license applications by the November 7 deadline will be permitted to continue operating the machines while awaiting license approval.
