NYC DOB Launches Mandatory Online Solar and Green Roof Filing Starting November 15, 2023
In a new update, the New York City Department of Buildings (NYC DOB) has announced that, starting November 15, 2023, all new Solar and Green Roof applications must be submitted digitally via DOB NOW: Build. This change mandates that only Professional Engineers or Registered Architects handle these filings. Any submissions through the former BIS system will no longer be accepted after this date, marking a major shift toward a fully digital process.
For those looking to submit a Solar or Green Roof application, here’s how it works: professionals need to log into the DOB NOW portal at nyc.gov/dobnow and select the “+Job Filing” option. Then, choose “Alteration” and specify the work type as either Solar or Green Roof. Importantly, this step applies to both initial and subsequent filings, providing a streamlined process for all new and ongoing applications.
A key update for Solar filings is that they no longer require professional certification, nor can objections be professionally certified. Additionally, each Solar filing must include a related Electrical filing handled by a licensed electrician in DOB NOW, categorized under “Sustainable Energy Installs” with a “Photo Voltaic” classification. It’s crucial to note that the Solar permit will only be issued once the Electrical permit has been secured, ensuring both permits are properly aligned.
With the new filing system, NYC DOB is also simplifying property tax abatement applications for solar and green roof projects. Filers can now submit their tax abatement requests directly through DOB NOW as part of the Solar or Green Roof application process. By selecting “Yes” to the tax abatement question on the PW1 form, applicants will access a new Tax Abatement tab, eliminating the need for separate paper forms (PTA3 for Green Roof and PTA4 for Solar).
This integrated tax abatement feature is designed to make the process faster and more accessible, encouraging more property owners to adopt sustainable energy solutions while benefiting from state tax incentives.
This shift underscores NYC’s commitment to sustainability and ease of access in building management processes. By fully transitioning Solar and Green Roof filings to DOB NOW, NYC DOB aims to foster a greener city while ensuring a more efficient, digitalized experience for all applicants.
