NYC DOB Launches New Online Licensing for Hoisting Machine Operators
The New York City Department of Buildings (DOB) has introduced an essential update for hoisting machine operators (HMO). Starting October 16, 2024, all new applications, renewals, and license adjustments for HMOs must be submitted online through DOB NOW: Licensing. This change affects several types of licenses, including newly introduced options, and marks a move from the older BIS Options system.
With this update, the DOB aims to streamline the licensing process for hoisting machine operators, ensuring more access to licenses and reducing the need for in-person visits. The new system will support applications for various license types, including Class A, Class B, and Class C (formerly C-1) licenses and limited licenses for specialized equipment. The new limited licenses cover boom trucks, sign-hanging cranes, articulating boom cranes, mini cranes, and telehandlers.
Operators applying for these licenses must submit their applications through the DOB NOW: Licensing portal. The platform will be the sole method for filing new and renewal requests for HMO licenses after October 16, 2024. Applications submitted in the previous BIS Options system must be completed there, but all future updates for those licenses will be managed through the new DOB NOW portal.
Current HMO license holders can keep their existing licenses without needing immediate updates. For instance, operators with a C-1, C-2, or C-3 license can continue working with their current licenses. However, upon renewal, they will receive a new license card reflecting the updated license type.
For new limited licenses, operators who apply by November 7, 2024, can continue using their equipment even while their application is under review. This ensures that applicants don’t face disruptions in their work while waiting for approval.
To help applicants understand the new process, the DOB offers free training sessions that explain the DOB NOW: Licensing system. Operators can register for these sessions through the DOB NOW Training Page. Additionally, the site provides user manuals, videos, and step-by-step guides to navigate the licensing portal easily.
