NYC DOB New Certification Requirements for Hoisting Machine Operators Starting November 2024
The New York City Department of Buildings (DOB) recently announced updated certification requirements for Hoisting Machine Operators (HMOs), effective November 7, 2024. This change impacts operators using specific types of heavy machinery on construction sites, including articulating boom cranes and rotating telehandlers.
Beginning November 7, all licensed HMOs intending to run these machines will need further certificates from the National Commission for the Certification of Crane Operators (NCO). Those with an HMO A, B, C1, C2, as well as C3 license who intend to use an oscillating explode crane specifically must have an NCO ABC, ABW, as well as ABL certification based on the type of crane they plan to use. Likewise, operators intending to utilize a rotating telehandler—HMO A, B, C1, and C2—must get the NCO THR certification.
This updated rule does not affect the initial or renewal process of HMO licenses; instead, only these specific machines must be used on-site. The goal is to ensure operators have specialized knowledge to handle equipment safely, especially when using cranes and telehandlers to transport materials around or onto construction sites.
The regulation also includes specific limitations for each HMO license type. For example, operators with an HMO C3 license may only use an articulating boom crane for installing, maintaining, or removing signs. Furthermore, the boom’s length and lifting capacity are restricted based on the operator’s certification, ensuring the machines are used within safe limits.
These certification updates also apply to tasks like delivering materials or transporting them around construction sites using cranes or telehandlers. Operators must be mindful of the equipment configurations their NCO certifications allow, as each certification type authorizes different configurations. For example, an ABL certification enables an Articulating Boom Loader, while an ABW certification covers all articulating boom configurations with a winch.
