As of January 2025, the NYC Department of Buildings (DOB) began sending Notices of Deficiency (NODs) to owners of buildings that failed to submit a Gas Piping System Periodic Inspection Certification (GPS2) for Cycle 1. This applies to buildings not classified in Occupancy Group R-3.

What the NOD Means for You
The NOD doesn’t come with an immediate penalty. But it doesn’t go away on its own. It stays open until you either file a GPS2 for Cycle 2 or submit a challenge that the DOB accepts. If you don’t submit by the next deadline, you’ll receive a formal violation with a fine.
The penalty is $1,500 for 3-family residential buildings. For all other buildings, the penalty is $5,000.
Your due date for Cycle 2 depends on your building’s community district. These are grouped into four sub-cycles:
- Sub-cycle A buildings had Cycle 1 due between January 2020 and June 2021. Their Cycle 2 certifications are due by December 31, 2024.
- Sub-cycle B buildings had Cycle 1 due between January 2021 and June 2022. Their Cycle 2 certifications are due by December 31, 2025.
- Sub-cycle C buildings had Cycle 1 due in 2022. Their Cycle 2 certifications are due by December 31, 2026.
- Sub-cycle D buildings had Cycle 1 due in 2023. Their Cycle 2 certifications are due by December 31, 2027.
If you didn’t submit for Cycle 1, make sure your Cycle 2 filing is on time to avoid violations.
How to Submit Your Cycle 2 GPS2
Go to nyc.gov/dobgaspipecert and upload your certification before the due date for Cycle 2. That’s the only way to resolve an open NOD if you missed Cycle 1.
