If you offer DOB-approved safety training, there’s a new requirement you need to meet. As of July 1, 2025, the NYC Department of Buildings now requires all course providers to submit a Course Provider Application (CPA-1) and pay a $3,250 registration fee.
The registration lasts one year. You won’t be allowed to advertise or hold DOB-approved courses unless you complete this process.
You’ll need to renew your registration annually. Renewal applications must be submitted between 30 and 60 days before your expiration date. The renewal fee is $3,185.
If you’re already a provider, this applies to you too. You must register under the new rules to stay active in the program.
Two Ways to Submit the CPA-1
Before submitting the form, make sure it’s complete. It must also be signed and notarized.
You can submit it by mail or in person.
Option 1: Mail
Send the form, supporting documents, and payment to:

Checks or money orders must be made payable to the NYC Department of Buildings.
Option 2: In Person
In-person drop-offs are accepted Tuesdays and Wednesdays from 10 AM to 3 PM. Bring the completed form, documents, and your payment (check, money order, or credit card).

After you submit the CPA-1, the DOB will review your application and conduct a background check. Once it’s processed, you’ll receive an email confirming approval or denial.
