If your building is covered under Local Law 97, you can now file your 2025 greenhouse gas emissions compliance report. The NYC Department of Buildings launched the official reporting portal on March 3, 2025. You can access it anytime at nyc.beam-portal.org.
You or your representative can submit the report. That includes registered design professionals, qualified retro-commissioning agents, or anyone filing on your behalf.
Upcoming Deadlines
Your report is due by May 1, 2025. If you need extra time, there’s a grace period through June 30, 2025. You won’t face penalties during that window.
If your report still won’t be ready by then, you can request an extension. You’ll need a registered professional or retro-commissioning agent to confirm they’ve been hired to complete the report. A signed contract is not required.
The extension request must be submitted by June 30, 2025. If approved, you’ll have until August 29, 2025, to submit.
How to Handle Payments
All fees—whether for filings, extensions, or adjustments—must be paid through DOB NOW: Safety.
Once you’ve paid, you’ll get a Payment Confirmation Number. You must enter that number into the LL97 portal to complete your submission.
Resources and Support
The Department of Buildings is offering free webinars for building owners and service providers. These sessions explain how to use the portal and what to expect during the process. Enforcement staff will also be on hand to answer questions.
You can find a schedule of upcoming webinars and past recordings on the LL97 compliance page.
You can also connect with NYC Accelerator for help. Their team offers free training and one-on-one guidance to support your LL97 reporting.
