As of February 21, 2025, the NYC Department of Buildings (DOB) has officially launched Cycle 10 of the Façades Inspection and Safety Program (FISP).
All buildings taller than six stories must now file a façade inspection report within a set filing window based on the last digit of the building’s block number.
What’s Your Filing Window?
DOB assigns your sub-cycle based on your building’s block number:
- Sub-Cycle A (block ending in 4, 5, 6, 9):
Deadline: Feb 21, 2025 – Feb 21, 2027
- Sub-Cycle B (block ending in 0, 7, 8):
Deadline: Feb 21, 2026 – Feb 21, 2028
- Sub-Cycle C (block ending in 1, 2, 3):
Deadline: Feb 21, 2027 – Feb 21, 2029
Reports must meet the requirements outlined in 1 RCNY §103-04 and be filed through DOB NOW: Safety by a Qualified Exterior Wall Inspector (QEWI).
Missed Filing in Cycle 9? Early Filing is Now Allowed
For owners whose buildings are marked No Report Filed (NRF) for Cycle 9, DOB now allows early submission of a Safe or SWARMP report under Cycle 10. This can halt ongoing civil penalties before your official filing window begins.
Steps to File Early (Sub-Cycle B or C Buildings Only)
- Confirm your building’s Cycle 9 status in DOB NOW: Safety. It must say No Report Filed.
- Submit a Sub-Cycle Override request to reassign your property to Sub-Cycle A (Cycle 10 only).
- Wait for DOB approval, then file the report in DOB NOW: Safety.
- Pay all related civil penalties within 10 business days of receiving DOB’s email instructions.
- If payment is late, the report may be voided, and penalties will continue to accrue.
