Starting September 2, 2025, the NYC Department of Buildings will require updated forms and documents for fire pump and standpipe flow tests. These rules apply whether you’re doing one test or both at the same time.
If you plan to submit an inspection request after this date, you’ll need to follow the new steps and use the updated paperwork. Failing to complete these will result in a failed inspection.
DOB now requires one of two forms, depending on the test setup.
- Use Form A if you’re submitting a fire pump test on its own.
- Use Form B if you’re submitting a fire pump and standpipe test together.
Each form includes instructions. Make sure you follow them. Form FP86 is no longer valid and will be rejected if submitted.
How to Request an Inspection in DOB NOW
When you request the inspection in DOB NOW, select “Fire Pump” as the inspection type. That applies whether you’re testing the pump, the standpipe, or both.
In the Request Comments, note which test or tests you’re doing. Then upload the form and all required documents under Additional Supporting Documents at the time of sign off.
What Do You Need to Upload?
To get the test approved, you’ll need to submit an AI1 Form. This must be provided by the applicant or a Licensed Fire Suppression Contractor (LFSC) and explain how the test will be conducted. The test must follow the AI1, or it will fail.
You also need an attestation that the FDNY, NYPD, and DSNY were notified about the test. Include contact information for each agency.
Lastly, include a signed and sealed site plan. It must show where the water will be discharged and how roof loading has been considered if water is being contained.
If You Can’t Keep the Water Indoors
Sometimes, water from the test can’t be contained inside the building or on the roof. If that’s the case, submit a second AI1 Form explaining why and how you’ll handle it.
You also need to collect affidavits from nearby property owners. They must confirm they were informed about the date, time, and any effects of the test on their buildings.
You must send all these documents to the DOB at least two weeks before the test. In some cases, the Borough Commissioner may need to approve your plan.
