NYC DOB Updates Prescriptive Energy Conservation Measures Reporting Requirements
As part of Local Law 97, the New York City Department of Buildings (NYC DOB) just told building owners about some new rules they need to follow. Guidelines like these are meant to help buildings use less energy and release fewer greenhouse gases. Building owners must keep track of and report Prescriptive Energy Conservation Measures (PECMs), which are specific steps to save energy. The NYC DOB made an Excel worksheet to make this easier for them to do.
Local Law 97 says that buildings must keep an eye on certain PECMs that are meant to make them more energy efficient. There are four main PECMs that building owners must report on. These are
- Radiator Temperature Controls – to manage indoor temperature better.
- Indoor/Outdoor Temperature Sensors – to balance energy use with the external climate.
- Steam Traps – to prevent energy loss and improve heating efficiency.
- Steam System Master Venting – to ensure that steam systems operate smoothly.
These measures are aimed at creating safer, more sustainable buildings in NYC. They must be documented in the workbook, which provides a structured format for easy submission and compliance with the law.
The completed workbook must be turned in to the NYC DOB by May 1, 2025. The workbook can be found on the official NYC DOB website under the Greenhouse Gas Emission Reporting page. Building owners should make use of this workbook to make sure their submissions adhere to NYC Administrative Code Section 28-321.3.
The NYC DOB has also noted that they will release a Service Notice with detailed instructions on how to submit the workbook. Building owners are advised to stay informed by regularly checking the NYC DOB’s website for the latest updates and guidelines.
