NYC DOB Announces New Special Inspection Requirements Under 2022 Construction Codes
Starting November 8, 2023, the New York City Department of Buildings (NYC DOB) will enforce updated registration and accreditation requirements for special inspections in alignment with the 2022 NYC Construction Codes. This initiative, outlined in Buildings Bulletin 2022-014, aims to ensure enhanced inspection standards across various construction practices in New York City.
According to the new guidelines, special inspection agencies must register directly for inspections that are newly introduced in the 2022 Construction Codes. This requirement applies at initial registration, during renewal, or when adding new inspections. It’s important to note that agencies can no longer rely on older 2014 Code requirements to meet registration standards for the updated inspections. To assist with this change, a revised SIA1 application form specifically designed for 2022 Code inspections will soon be available.
Agencies performing Class 1 inspections, which include critical infrastructure components such as open-web steel joists, wood seismic resistance, and designated seismic systems, must obtain accreditation by November 7, 2023. Accreditation ensures that agencies meet the NYC DOB’s stringent qualification standards, enhancing the quality and safety of inspections citywide.
The 2022 Construction Codes introduce several new inspection categories, reflecting the city’s commitment to thorough safety and sustainability standards. Key areas include:
- Structural Elements: Inspections for open-web steel joists, joist girders, and seismic resistance in wood construction.
- Seismic Systems: Review of designated seismic systems, as well as the stability of access floors and anchorage for storage racks.
- Plumbing and Mechanical Components: Compliance checks for plumbing, fuel gas, mechanical, and electrical elements.
- Environmental Systems: Inspections for non-potable water systems, exhaust systems, and vent setups in plenums and ducts.
- Tenant Safety: Ensuring tenant protection plans are effectively implemented.
These specialized inspections reinforce the NYC DOB’s dedication to maintaining safe construction practices, particularly in structures impacting neighboring buildings and public safety.
With the enforcement date fast approaching, agencies are encouraged to review these new requirements thoroughly and ensure compliance to avoid penalties or delays. NYC DOB offers valuable resources on its official website, including updated guidelines on the DOB NOW portal and the Buildings Bulletin 2022-014 document, helping agencies navigate the registration and accreditation process efficiently.
