NYC DOB Interim Submission Process for Building Determinations and Reviews
In a recent update, the NYC Department of Buildings (DOB) introduced an interim process for handling certain submission requests that cannot yet be processed through their DOB NOW online portal. This temporary solution affects specific request types, including CCD1 and ZRD1 forms, as well as second review requests for objections during plan examinations.
The interim process requires building professionals to submit these requests via email to designated borough-specific addresses. Payment for these submissions must be made in person at the borough cashier, adding a layer of in-person interaction for these specific cases while the DOB finalizes the full transition of these submissions to its digital platform.
Second Reviews of Objections and Determinations: If a first objection review upholds the original decision, applicants may request a second review. This review must be submitted using the AI1 form, sent by email to the appropriate borough office.
Plan Examination Objections and Appeals: For objections related to DOB NOW Place of Assembly, Temporary Place of Assembly filings, and Post Approval Amendments, applicants must follow the interim email submission process. This also applies to any appeals against decisions made on paper-based CCD1 and ZRD1 forms.
Determination Requests: CCD1 and ZRD1 forms involve special determinations and zoning challenges, which are critical in certain project evaluations. These requests should be sent via email to the relevant borough office. This category also includes technical determinations and safety-related inquiries.
Each borough has an assigned email address for different types of determinations and objections. For instance:
- Objection Reviews can be sent to borough-specific emails like Bronx at BXObjectionReview@buildings.nyc.gov and Queens at QNObjectionReview@buildings.nyc.gov.
- Determination Requests should be directed to emails such as BKDeterminations@buildings.nyc.gov for Brooklyn or MNDeterminations@buildings.nyc.gov for Manhattan.
- For specialized determinations, like those involving elevator systems or construction safety, different addresses are provided to handle these submissions.
