NYC DOB Mandates Initial Observations for Certain Parking Structures
In a recent update, the New York City Department of Buildings (DOB) introduced new regulations affecting parking structures in specific community districts across Manhattan, Brooklyn, Queens, Staten Island, and the Bronx. This update mandates that all parking structures in these areas undergo a one-time initial observation by August 1, 2024. This new rule impacts parking structures located within Manhattan’s Community Districts 8 through 12 and all districts in Brooklyn, Queens, Staten Island, and the Bronx. These specific districts are already required to undergo periodic inspections under the NYC Administrative Code, with deadlines set for December 31, 2025, or December 31, 2027. The new initial observation requirement is in addition to these ongoing inspections.
However, there is a helpful exception: parking structure owners in Manhattan Community Districts 8-12 and designated Brooklyn areas who submit a periodic inspection report by August 1, 2024, will be exempt from the initial observation. This adjustment allows eligible parking structure owners to streamline compliance efforts by opting for the more comprehensive periodic inspection instead.
The DOB requires that the initial observation be performed either by or under the direct supervision of a New York State-licensed professional engineer designated as a Qualified Parking Structure Inspector (QPSI). This ensures that all evaluations are conducted by professionals with specific training and authorization from the DOB, thereby enhancing safety standards across the city.
